Chief Electoral Officer Holds Meeting With Political Parties On Special Intensive Revision (Sir), 2025
Aizawl, February 2026: Today, Dr. Lalrozama, Chief Electoral Officer (CEO), held a meeting with representatives of political parties at his office in Aizawl regarding the Special Intensive Revision (SIR), 2025, which is proposed to be carried out in Mizoram starting from April.
While chairing the meeting, CEO Dr. Lalrozama explained that SIR is a method for revising and updating the electoral rolls, and that political party representatives were convened so that they could clearly inform their respective parties about the SIR process. He stated, “It is an important task in the interest of the nation and society to prepare a clean, accurate, and correct electoral roll, ensuring that only genuine eligible voters are included.”
Deputy CEO James Miahlung elaborated on the SIR process. He explained that SIR is conducted under Section 21 of the Representation of the People Act (RP Act), and that between 1951 and 2004, SIR had been conducted eight times. In Mizoram, it was last carried out more than 20 years ago during 2002–2004. He outlined the objectives of SIR and the need for corrections in the existing electoral rolls. Regarding SIR 2025, he said that the first phase was conducted in Bihar from June 25, 2025, with the final roll published on September 30, 2025; the second phase commenced on October 28, 2025, in 12 states; and preparations for the third phase are currently underway.
He also explained the procedure for conducting SIR and the responsibilities of various officials. Highlighting the preparedness of Mizoram, he stated that electoral mapping (comparison with the earlier SIR rolls) has already been completed to the extent of 91.67%. He further explained the responsibilities of political parties in SIR and suggested that, if possible, each party should appoint a Booth Level Agent (BLA) at every polling station. It was also informed that there are 1,301 polling stations in Mizoram, and parties were apprised of the number of BLAs appointed by each party.
Joint CEO Ethel Rothangpuii also spoke about coordination with political parties and the expectations from them. She said that Mizoram is viewed by other states as having a strong electoral culture and is well known for clean elections and smooth conduct of polls. She also mentioned that the Mamit District Election Office has recently received an award for Best Election District under Model Code of Conduct Implementation and Enforcement. She emphasized that collective efforts are essential to ensure that Mizoram continues to serve as a model for others in the conduct of SIR as well.
