Speaker Observes Japan’s Parliament—Pays Tribute to Indian Greats Abroad, Studies Japan’s Parliamentary System
Jaipur : Rajasthan Assembly Speaker, Shri Vasudev Devnani, visited Japan’s National Diet (Parliament) on Tuesday. During his visit, he gained insights into the country’s parliamentary systems and observed various facilities, including the parliament building, chambers, galleries, seating arrangements, procedural operations, upper and lower houses, and the lobbies for “Yes” and “No” votes. He also reviewed the system for members’ online attendance.
Shri Devnani remarked that Japan’s parliamentary proceedings and functioning are governed by their rules, traditions, and policies. He observed both the House of Representatives (Lower House) and the House of Councillors (Upper House). Japan’s bicameral legislature comprises members directly elected by the people, and both houses are chosen through parallel voting. The Parliament is responsible for creating laws and electing the Prime Minister. As per Japan’s Constitution, the Parliament is regarded as the supreme power of the nation. The Emperor dissolves the House of Representatives on the Cabinet’s advice. Shri Devnani was informed by parliamentary officials that both houses follow standing orders, hold disciplinary authority over their members, and have the right to summon ministers for questioning.
Tribute to Indian Greats Abroad
On his visit to Japan, Speaker Vasudev Devnani paid floral tributes at the statue of Mahatma Gandhi and the memorial of revolutionary Ras Behari Bose. He noted that India’s emergence as a strong global economy forms the foundation for global change. He attributed this progress to the efforts of Mahatma Gandhi, whose contributions shortened India’s struggle for independence.
Shri Devnani also honored Ras Behari Bose, acknowledging his revolutionary activities against British rule both within and outside India. Bose, known for translating the Ramayana into Japanese, also worked to unite Indians in Tokyo. Under Netaji Subhas Chandra Bose’s leadership, he played a pivotal role in the Indian National Army’s efforts to free India from colonial rule.
Returning to Jaipur on Wednesday
After completing his study tour of four countries, Rajasthan Assembly Speaker Shri Vasudev Devnani will return to Jaipur on Wednesday. He emphasized that such democratic study tours add momentum to the functioning of legislative assemblies. Shri Devnani observed that while legislative procedures are tailored to local needs in each country, every legislature exhibits unique features that can inspire innovations in other assemblies. These innovations could serve as guiding principles for legislative bodies worldwide.
