Cabinet Approves Implementation of Pradhan Mantri Awas Yojana-Urban 2.0 in the State

The Cabinet meeting chaired by Chief Minister Dr. Mohan Yadav was held on Tuesday at the Ministry Office. The cabinet has granted approval to implement Pradhan Mantri Awas Yojana-Urban 2.0 in the state. Under this scheme, 10 lakh houses will be constructed over five years to benefit eligible beneficiary families from economically weaker sections (EWS), lower-income groups (LIG), and middle-income groups (MIG) through four components of the scheme. A total expenditure of 50,000 crore rupees will be incurred.

Under the Beneficiary-Led Construction (BLC) component, eligible beneficiaries from the EWS category will receive financial assistance to construct their own houses on their own land.

Under the Affordable Housing in Partnership (AHP) component, eligible beneficiaries from the EWS category will be provided housing through urban bodies, other state construction agencies, and private builders/developers. In this component, approval has been given to provide Redeemable Housing Vouchers (RHV) to beneficiaries for purchasing houses in whitelisted/open market projects implemented by private developers.

Under the Affordable Rental Housing (ARH) component, rental housing will be made available for working women, industrial workers, urban migrants, homeless individuals, students, and other eligible beneficiaries.

Under the Interest Subsidy Scheme (ISS) component, interest subsidies on housing loans will be provided to eligible families from the EWS, LIG, and MIG categories through banks and housing finance companies (HFCs).

As per the scheme guidelines, priority will be given to widowed women, single women, differently-abled individuals, senior citizens, transgenders, Scheduled Castes/Scheduled Tribes, minorities, and other socially and economically disadvantaged sections of society. Special attention will also be given to sanitation workers, street vendors identified under the PM SVANidhi scheme, artisans under the PM Vishwakarma scheme, Anganwadi workers, building and construction labourers, and residents of slums and chawls.

The Cabinet has approved to implementation of the “Madhya Pradesh Semiconductor Policy 2025”. The policy aims to position the state as a hub for electronics and semiconductor manufacturing, supporting initiatives like Centers of Excellence, Skill India programs, and partnerships with global technology companies. This will help equip the Indian workforce with advanced chip design skills, manufacturing, and system integration, generating millions of direct and indirect employment opportunities while boosting economic growth.

As per the Cabinet’s decision, the policy will enhance the state’s investment-friendly environment, develop a sustainable ecosystem, and attract semiconductor investments. The Centers of Excellence will play a crucial role in skill development. The policy will increase employment opportunities in Madhya Pradesh providing a chance to develop a high-tech skilled workforce to pave the way for long-term industrial growth. It will help the state to compete globally, strengthen the local economy, and attract domestic and foreign investors, thereby reinforcing the state’s economic stability.

This initiative will support industries and startups, promote innovation in semiconductor design, R&D, and manufacturing, and boost exports, strengthening Madhya Pradesh’s foothold in the global semiconductor market.

India has created a favorable investment environment for electronics manufacturing and semiconductor design under the ‘Make in India’ and ‘Digital India’ initiatives. With a young and technologically skilled population, India provides a vast talent pool for research and manufacturing. Additionally, collaborations with countries like the USA, Japan, and Taiwan have further strengthened India’s position in semiconductor manufacturing.

India’s fast-growing startup ecosystem, particularly in AI, IoT, and robotics, is fostering innovation in semiconductor applications. Academic-industry collaborations are promoting indigenous design and manufacturing capabilities, reducing import dependency and increasing self-reliance.

Approval of “Madhya Pradesh Drone Promotion and Utilization Policy-2025”

The Cabinet has approved the “Madhya Pradesh Drone Promotion and Utilization Policy-2025” to establish the state as a leader in drone technology. This policy will bring several benefits to Economic Growth. The policy will attract investments in the state, boosting economic growth and enhancing prosperity. The drone industry will create new job opportunities, providing employment for the youth. It will encourage research and development in drone technology, strengthening the state’s technical capabilities. The Drones will be used for precision agriculture, crop monitoring, and irrigation management, leading to enhanced agricultural productivity. Drones will also assist in rapid response and relief operations and will be utilized for surveillance, crowd control, crime investigation, and improving public safety. The Drones can be utilized to inspect bridges, roads, and other infrastructure, ensuring better maintenance and safety. The Drones will be aid in wildlife monitoring, pollution surveillance, and forest management, contributing to environmental conservation. Drone technology will be integrated into educational programs, equipping students and professionals with advanced technical knowledge and skills. As a Tourism Promotion tool, drones will showcase the state’s cultural heritage and natural beauty, boosting tourism. This new drone policy will provide multidimensional benefits to Madhya Pradesh, significantly accelerating the state’s overall progress and development.

To promote innovation, economic growth, and job creation, drones will be used in various sectors, including agriculture, infrastructure, disaster management, and public safety. The policy aims to enhance service delivery, position Madhya Pradesh as a hub for drone manufacturing and technology, and attract investments in the drone sector.

Approval for Settlement of Liabilities and Implementation of New Project on Hukumchand Mill (Under Liquidation) Land Owned by Indore Municipal Corporation

The Cabinet has approved the signing of a tripartite agreement between Indore Municipal Corporation, Madhya Pradesh Housing & Infrastructure Development Board, and the Principal Secretary of Urban Development and Housing for the successful implementation of the project and other obligations on 17.52 hectares of land belonging to Hukumchand Mill, Indore (under liquidation).

This project will provide various amenities for the city of Indore, including shopping malls, markets, office spaces, residential areas, and parks. The Indore Municipal Corporation will also receive property tax and other revenue, which will be utilized for the development of the city’s infrastructure. The project will emphasize environmental conservation and new tree plantation.

Creation of Jobs more than 10,000 with an Investment of 5,100 Crore rupees

As per the prevailing Indore City Development Plan 2021 and the additional 0.5 F.A.R. (Floor Area Ratio) approved by the state government, a total of 2.08 lakh square meters of residential built-up area will be developed, attracting an investment of approximately ₹1,400 crore. Similarly, about 3 lakh square meters of commercial built-up area will be constructed with an investment of approximately ₹3,700 crore.

The project will also involve construction work worth around ₹2,332 crore, which will improve the city’s economy and create new employment opportunities. The revenue generated through direct GST is estimated to be approximately ₹400 crore, with an additional ₹650 crore from stamp and registration fees and other taxes. The total revenue for the government is expected to be around ₹1,200 crore.

During construction, the project will create approximately 83 lakh man-days of employment. After completion, around 8,000 to 10,000 regular jobs will be generated. The project will also focus on green buildings, zero discharge systems, energy efficiency, and various environmental and water conservation standards.

Approval for Increase in Stipend for Internship Students at Government Veterinary Science and Animal Husbandry Colleges

The Cabinet has approved an increase in stipend for internship students currently enrolled in government veterinary science and animal husbandry colleges in Jabalpur, Mhow, and Rewa. As per the decision, the stipend for undergraduate students in the veterinary science and animal husbandry colleges under Nanaji Deshmukh Veterinary Science University will be increased from 7,600 (3,000 from the Indian Council of Agricultural Research and 4,600 rupees from the state government) rupees to 10,000 (3,000 rupees from ICAR and 7,000 rupees from the state government) rupees. This increase will raise the state contribution from 4,600 to 7,000 rupees.

In the future, if the Indian Council of Agricultural Research (ICAR) increases the stipend, the state’s share will be adjusted accordingly based on the decision taken by the Cabinet.

Nanaji Deshmukh Veterinary Science University was established under the Veterinary Science University Act, 2009, on November 3, 2009. Madhya Pradesh has three veterinary degree colleges in Jabalpur, Mhow, and Rewa, with a total intake capacity of 300 students.
