Su-Shasan Tihar: CM Vishnu Deo Sai Gifts 10 Revolutionary Reforms in Land Registry to the People of Chhattisgarh
Raipur : During the Su-Shasan Tihar (Good Governance Festival), Chief Minister Shri Vishnu Deo Sai unveiled 10 groundbreaking innovations in the land registry system, aimed at benefiting the people of Chhattisgarh. These reforms are designed to bring relief to citizens by ending offline procedures, introducing a fully online system, and drastically reducing corruption and fraudulent land transactions.
The newly launched reforms eliminate the need for repeated visits to government offices. With auto deed generation, applicants will no longer need to approach deed writers, stamp vendors, or book appointments for registration. Land registration and mutation (transfer of ownership) will now be processed simultaneously from the comfort of one’s home. The integration with DigiLocker and DigiDoc is also being hailed as a significant step toward empowering the common man.
Speaking at the launch event at Mayfair Resort in Raipur, CM Sai said that the reforms will bring transparency and efficiency to land-related services. “Our government, in its 1.5-year tenure, is moving ahead on the path of good governance. Mistakes in land records have long affected rightful owners—errors committed by others have cost innocent citizens. These issues will now be resolved,” he said.
He emphasized that by phasing out offline systems, the government is effectively closing doors to corruption, similar to reforms already implemented in the coal and excise sectors. Chhattisgarh is the first state to create a dedicated Department of Good Governance and Convergence, further strengthening the state’s commitment to digital governance and effective service delivery.
Referring to Prime Minister Narendra Modi’s mantra of “Reform, Perform, Transform,” CM Sai highlighted how the use of technology is easing access to public services. “What used to take months will now happen in minutes,” he said.
Key Highlights of the 10 Reforms:
- Online Registration System: Offline processes discontinued, bringing transparency and efficiency.
- Auto Deed Generation: Eliminates the need for multiple intermediaries like deed writers and stamp vendors.
- Simultaneous Mutation: Mutation will now occur automatically with registration, reducing delays and fraud.
- Biometric and Aadhaar-based Verification: Prevents impersonation and fraudulent transactions.
- DigiLocker & DigiDoc Integration: Enables secure digital storage of documents.
- Fake Registry Prevention: IG Registration has been given powers to nullify fraudulent registrations.
- Nominal Charges: Registration fee for family donations, renunciations, and partitions fixed at just ₹500.
- Geo-tagging via Sugam App: Over 2 lakh properties have been geo-tagged, enhancing identification and safety.
- Waived Charges for High-Guideline Transactions: Middle-class buyers benefit from exemptions on transactions exceeding guideline values.
- Enhanced Departmental Setup: Strengthened workforce and infrastructure for smooth implementation.
Commerce & Taxation Minister Shri O.P. Choudhary praised the department’s efforts, stating that any transformation brings resistance initially, but these reforms are vital for development. He said that a great nation cannot be built without embracing technology and reforms.
Revenue Minister Shri Tank Ram Verma noted that 90% of revenue cases involve mutation, and the new system will significantly reduce this burden. The initiative reflects the government’s commitment to providing citizen-friendly services.
Industries Minister Shri Lakhan Lal Dewangan stressed that these changes would not only ease processes but also curtail corruption. Chief Secretary Shri Amitabh Jain called it a revolution in ease of living, saying, “Reducing bureaucratic power is a visionary move.”
Secretary of the Commercial Taxes Department, Smt. Alermel Mangai D., explained that citizens no longer need to visit registry offices—everything can be done from home. Aadhaar-based biometrics will block fraud, and auto deed generation will streamline the entire workflow.
Real-Time Impact Stories
During a video interaction, beneficiaries who registered properties shared their experiences. Mohanlal Sahu from Sanoud village in Balod district said he completed the registration of a 1,700 sq. ft. plot in his son’s name within 15–20 minutes. “Earlier, it took weeks and an entire day at the office. Now it feels like a dream come true,” he said. Raipur resident Ayub Ahmed mentioned that mutation, which previously took two to three months, was done instantly with the registration.
CM Sai also distributed mutation certificates to beneficiaries including Shri Prasanna Shukla (Baloda Bazar), Shri Ved Prakash Sinha (Mandir Hasaud), Shri Praveen Shukla, Shri Dinesh Yadav, and Shri Dineshwar Patel (Pandariya). A video presentation on the reforms was showcased at the event.
Prominent dignitaries such as Shri Rajeev Agrawal (Chairman, Chhattisgarh Industrial Development Corporation), Chief Secretary Shri Amitabh Jain, Principal Secretary to the CM Shri Subodh Kumar Singh, and IG Registration Shri Pushpendra Meena were present, along with a large gathering of officials and citizens.
