Governor inaugurates ‘Maharashtra Industry Dialogue 2025’ organized by MIDC at BKC
Mumbai – Amid global tensions and conflicts, India is steadily progressing on a development-centric path under the leadership of Prime Minister Narendra Modi. It is commendable that Maharashtra is focusing on industrial growth and economic advancement, said Governor C.P. Radhakrishnan while inaugurating the “Maharashtra Industry Dialogue 2025” organized by the Maharashtra Industrial Development Corporation (MIDC) at Jio Convention Centre in BKC.
The event was graced by Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde, Industry and Marathi Language Minister Dr. Uday Samant, Protocol and Commerce Minister Jaykumar Rawal, Industry Secretary P. Anbalagan, MIDC CEO P. Velarasu, leading industrialists from across the country, and senior officials of MIDC.
Governor Radhakrishnan praised Maharashtra’s upward industrial trajectory. He emphasized that Maharashtra contributes over 14% to India’s GDP, making it a leading industrial state. In 2024–25 alone, the state attracted ₹1.64 lakh crore in FDI, accounting for 40% of India’s total FDI, and has become a hub for startups. He cited his recent interactions with young entrepreneurs and expressed faith in Maharashtra’s skilled youth, noting that many developed countries are looking to India for talent.
He encouraged students to learn foreign languages such as German, Japanese, Chinese, Portuguese, and Spanish to enhance global employability and mentioned that universities have been advised to introduce foreign language programs.
He also stated that infrastructure developments like Vadhavan Port and the Navi Mumbai International Airport will strengthen Maharashtra’s position in global trade. During the World Economic Forum 2025 in Davos, Maharashtra signed MoUs worth ₹15.72 lakh crore, which could generate over 15 lakh jobs.
The Governor highlighted that Maharashtra has the highest number of registered MSMEs (82.63 lakh) in India. He also noted the launch of the Maharashtra Technical Textiles Mission as a step towards innovation in the textile sector.
“Maharashtra’s industrial progress must be a collective effort involving government, industry, academic institutions, and the people,” he concluded, inviting all stakeholders to actively engage in the dialogue.
“Maharashtra Will Always Lead in Building a Developed India” – Chief Minister Devendra Fadnavis
Chief Minister Devendra Fadnavis stated that Maharashtra’s leaps across sectors in the past 10 years have been possible due to PM Modi’s leadership. “The real strength of Maharashtra lies in the mindset and hard work of its entrepreneurs,” he told the audience.
Citing impressive numbers – 14% of India’s GDP, 31% of FDI, 25% of national startups, and the highest non-oil exports – the CM said Maharashtra is India’s entrepreneurial capital. He added that the “Industry Dialogue” was not just about ideas but about actionable change.
He highlighted the transformation of regions such as Gadchiroli, which once had no industrial presence and now aspires to become a steel hub. Amravati is developing a complete textile value chain, Chhatrapati Sambhajinagar is emerging as India’s first smart industrial township and EV capital, and Nashik is becoming a defense and aerospace hub. Pune, Navi Mumbai, and Raigad are evolving into green tech and data center zones, and Vadhavan Port will be three times the size of JNPT, directly connecting to 20 districts, significantly reducing transport costs.
CM Fadnavis also spoke about the ‘Mitra’ single-window system to facilitate ease of doing business. He emphasized that Maharashtra’s growth is aimed at sustainability, citing examples such as planting 1 crore trees in Gadchiroli, promoting alternative fuel logistics, and producing 52% of its power from green energy.
“Maharashtra is a Powerful Industrial Inspiration” – Deputy CM Eknath Shinde
Deputy Chief Minister Eknath Shinde called Maharashtra not only the financial capital but also an industrial powerhouse of India. The state has signed record MoUs in recent years, many of which have already been implemented.
He mentioned the success of the first global Audio-Visual and Entertainment Summit in Mumbai, which highlighted Maharashtra’s leadership in film, music, animation, gaming, and entertainment at the global level. He emphasized that ‘Ease of Doing Business’ is no longer just on paper but a reality in Maharashtra due to single-window clearance, robust infrastructure, skilled manpower, and fast decision-making.
He reiterated the ₹15 lakh crore investment signed at Davos under CM Fadnavis’s leadership, making business operations in Maharashtra smoother.
He stated that Maharashtra is emerging as a hub for pharma, biotech, EVs, textiles, food processing, and data centers. The semiconductor project in Navi Mumbai will be a gamechanger, he added. Highlighting the importance of Global Capability Centers (GCCs), he said cities like Mumbai, Pune, Bengaluru, and Hyderabad are becoming GCC hubs, creating millions of jobs. GCCs in India currently manage over 1,700 global projects.
He also spoke about major infrastructure projects like Mumbai Coastal Road, Atal Setu, metro networks, Samruddhi Expressway, Navi Mumbai airport, and Vadhavan Port progressing rapidly. He projected that ₹40 lakh crore in investments and 50 lakh jobs would be created in the next five years.
“This dialogue marks the beginning of a new industrial revolution in Maharashtra. Within five years, the state’s industrial profile will be completely transformed,” he concluded, adding that true industrial progress requires collaboration among the government, businesses, academia, and citizens.
₹15.72 Lakh Crore Investment, Over 1 Lakh Jobs in a Year – Industry Minister Dr. Uday Samant
Industry and Marathi Language Minister Dr. Uday Samant stated that Maharashtra received ₹15.72 lakh crore in foreign investment through the Davos summit last year, and over 80% of those projects are now being implemented.
Out of 46 MoUs signed in Davos, 20 industries have already received land allotments, with 8 more in progress. Under the Chief Minister Employment Generation Scheme, 52,000 entrepreneurs have been developed over the last three years, leading to the creation of over 1.04 lakh jobs. Local entrepreneurs have invested ₹1.27 lakh crore, generating another 1 lakh jobs.
Significant investments were also noted in:
- Gadchiroli: ₹75,000 crore in steel, positioning it as an “Industrial City”
- Ratnagiri (Konkan): ₹30,000 crore including VIT Semiconductor (₹20,000 Cr) and Dhirubhai Ambani Defense City (₹10,000 Cr)
- Chhatrapati Sambhajinagar (Marathwada): ₹60,000 crore in automotive sector
Dr. Samant added that the government has strengthened district-level growth through District Industry Councils, the Maitri portal, and Skill Development Centers. He said 99% of applications on the Maitri portal have been implemented.
Loan limits under the Employment Generation Scheme have been increased to ₹1 crore for manufacturing and ₹50 lakh for services, with a 17% subsidy. The scheme now also covers OBCs, persons with disabilities, and startups in the tourism sector.
The event also saw the signing of MoUs between the Government of Maharashtra and NASSCOM, and between MSSIDC and NASSCOM in the presence of Governor Radhakrishnan, CM Fadnavis, Dy CM Shinde, and Ministers Uday Samant and Jaykumar Rawal. The session opened with remarks by Industry Secretary P. Anbalagan and concluded with a vote of thanks by MIDC CEO P. Velarasu.
