CM Calls Silver Jubilee Celebrations a Festival of Public Participation

The Chief Minister described the Silver Jubilee celebrations as a festival of public participation.

He highlighted the major achievements of the state and said that a new 25-year development roadmap will be prepared for Uttarakhand. On 3 November, Hon’ble President Droupadi Murmu will address a special session of the State Assembly, and on 9 November, the State Foundation Day, Prime Minister Narendra Modi will guide the people of Uttarakhand.

Speaking at a press conference held at the BJP state headquarters on Balbir Road, Chief Minister Pushkar Singh Dhami said that Silver Jubilee celebrations are being organised across the state to mark 25 years of Uttarakhand’s formation. A series of events will be held from 1 November (Igas festival) to 11 November 2025. He remembered and paid tribute to former Prime Minister Late Atal Bihari Vajpayee, under whose leadership Uttarakhand was created as a separate state. He said it is a matter of pride that Uttarakhand has completed 25 remarkable years and is achieving new milestones in development.

The Chief Minister said that Prime Minister Narendra Modi has presented the vision of a developed and self-reliant India by 2047. The year 2050 will mark the Golden Jubilee of Uttarakhand’s formation. For the next 25 years, the state government will move forward with a new development roadmap.

He paid homage to soldiers who sacrificed their lives at the borders and to the martyrs of the statehood movement.

CM Dhami announced that a special session of the Legislative Assembly will be held in Dehradun on 3 and 4 November, during which President Murmu will address the House—an occasion of great pride for the state. The session will include discussions on Uttarakhand’s future direction and reflections on the experiences of the past 25 years. On 9 November, the Prime Minister’s guidance will be received during the main State Foundation Day ceremony.

He said the themes of the Silver Jubilee celebrations will include culture, tourism, youth power, the global Uttarakhand diaspora, and statehood movement activists. This is not merely a government event but a festival of public participation. He urged every citizen and district to join these celebrations.

The Chief Minister added that the Silver Jubilee year is not only a celebration but also an opportunity for introspection and resolution. A blueprint for the next 25 years will be presented with the goal of creating a prosperous, self-reliant, and empowered Uttarakhand.

Listing several notable achievements, he said that Uttarakhand is the first state in India to implement the Uniform Civil Code (UCC). The state has also enacted strong laws on land regulations, anti-conversion, anti-cheating in examinations, and riot control. Ten percent reservation has been provided to statehood activists in government jobs, 30 percent reservation for women, and 33 percent reservation for women in cooperative societies.

In the last four years, more than 26,000 youth have been given government jobs. The Global Investors Summit witnessed MoUs worth ₹3.56 lakh crore, and investments worth over ₹1 lakh crore have already materialized. For the first time, the state budget has crossed ₹1 lakh crore.

Highlighting progress in health, women’s empowerment, and social security, he said that 58 lakh Ayushman cards have been issued, maternal mortality has reduced significantly, over 1.65 lakh women have become self-reliant under the Lakhpati Didi Yojana, and old-age pension has been increased to ₹1500.

The state’s economy has grown 26 times, and per capita income has increased 17 times. Major initiatives for religious and cultural tourism—such as the Kedarnath redevelopment, Badrinath Master Plan, and Manaskhand Mandir Mala Mission—are progressing rapidly. Mega infrastructure projects like the Delhi–Dehradun Elevated Road and Rishikesh–Karnaprayag Railway Line will further accelerate development.

The Chief Minister added that the government is running several initiatives to prevent migration and develop border areas, including the Vibrant Village Programme, Smart Industrial Township, and CM Migration Prevention Scheme.
