Investor-Friendly Policy Attracts ₹7.69 Lakh Crore Investment in Chhattisgarh
Raipur, Dec 2025: To achieve the vision of a developed India and a developed Chhattisgarh, Chief Minister Shri Vishnudev Sai initiated the state’s new Industrial Policy (2024–30). Investor-friendly measures under this policy are attracting businesses to set up industries in Chhattisgarh. Between January 1, 2024, and October 2025, 2,415 industries were established in the state, with a total investment of approximately ₹18,058.34 crore, generating around 42,500 jobs. During the same period, industries received grants exceeding ₹1,000 crore.
Investment Incentives:
The new Industrial Development Policy 2024–30 came into effect on November 1, 2024, for the first time emphasizing employment generation. Initiatives led by Commerce and Industry Minister Shri Lakhnlal Devangan include training subsidies, EPF reimbursement, and customized packages for units providing over 1,000 jobs. Amendments on May 27, 2025, introduced employment creation subsidies and employment multipliers to attract labor-intensive industries. The list of eligible service sectors under the policy was expanded to 43 to boost investment in the service industry.
For the first time, tourism and health services were included in the industrial policy. The May 27, 2025, amendments also incorporated private schools, top 100 private universities, foreign universities, and private residential sports academies to promote quality education and sports training. Investor Connect programs were organized in Raipur, Delhi, Mumbai, Bengaluru, Osaka, Jagdalpur, and Ahmedabad to promote the policy and attract investment.
As a result, the state has received investment proposals totaling approximately ₹7.69 lakh crore, covering sectors such as steel, power, semiconductors, textiles, IT, BPO, and clean energy. Proposals for India’s first AI Data Center and semiconductor manufacturing unit in Naya Raipur, worth ₹11,000 crore, are also underway.
Ease of Doing Business:
Focusing on reducing compliance burdens, the state identified 1,167 complex compliance requirements, decriminalized 231 provisions, digitized 369 processes, simplified 194 procedures, and removed redundancies in 14 provisions. Out of 716 business-centric compliance requirements, 117 provisions were decriminalized, 231 processes digitized, 153 simplified, and 14 redundancies removed. Additionally, 451 citizen-centric compliance processes were streamlined: 114 provisions decriminalized, 138 processes digitized, and 41 simplified.
These measures aim to create a favorable business environment, facilitating industrial and commercial growth. Under the Business Reform Action Plan (BRAP), departmental rules and procedures were simplified, including amendments to allow women to work safely 24×7. Chhattisgarh implemented 435 BRAP reforms and became a top achiever in four categories.
82 district-level reforms were identified, with 124 already implemented. A new single-window system, developed per central government guidelines, was launched on July 1, 2025. The Chhattisgarh Public Trust Provisions Amendment Act 2025 decriminalized 163 provisions across eight acts, making Chhattisgarh the second state in India to pass such legislation. Amendments to industrial land allocation rules have made the process more transparent and competitive, replacing the first-come-first-served system with e-tendering.
Industrial Infrastructure:
In the past year, seven industrial parks were established, with seven more smart industrial parks under development. Over the last two years, the state acquired 255.725 hectares for industrial land banks in five districts. A total of 940.65 hectares across eight districts have been earmarked for industrial land banks, 172.112 hectares for the National Industrial Corridor Development Corporation in two districts, and 82 hectares across seven districts for health and wellness projects.
Export Facilitation Council:
To make government procurement transparent and cost-effective, the state has adopted the GEM portal. Training programs for districts and departments are being conducted through CSIDC. To promote exports, a state-level Export Facilitation Council has been established via MoU with IIFT Kolkata, and a Project Monitoring Unit has been set up in the office of the Export Commissioner.
