New Delhi, Sept 2026 : Domestic LPG consumers will have to complete Biometric Aadhaar Authentication (BAA) to continue booking cooking gas refills at regulated prices with government subsidy from October 1, 2026, according to an official statement issued on Saturday.
The Ministry of Petroleum and Natural Gas said the measure is aimed at ensuring that subsidised LPG benefits reach eligible households while preventing the diversion of domestic cylinders for commercial and industrial use.
The government said linking LPG connections with Aadhaar-authenticated consumers would help identify and remove duplicate or ineligible connections and improve the targeting of subsidies.
Consumers who have already completed biometric Aadhaar authentication will not have to repeat the process. They will be able to continue booking LPG refills as usual.
However, consumers who have not completed the authentication process will be eligible for subsidised refills only after completing BAA, the government said.
The authentication process can be completed through several channels. Consumers can undertake biometric authentication at the time of LPG cylinder delivery using a mobile application operated by delivery personnel. The process can also be completed at LPG distributor showrooms or through the mobile applications of respective oil marketing companies.
Indane customers can use the IndianOil ONE application, while Bharatgas consumers can complete authentication through HelloBPCL. HP Gas customers can use the HP PAY application for the process.
Consumers who do not wish to complete BAA will continue to receive LPG cylinders, but only at the applicable market price without the government subsidy.
Such consumers will have to register their preference through digital platforms provided by their respective oil marketing companies. These include web portals, mobile applications, WhatsApp chatbots, Interactive Voice Response System (IVRS) facilities and other available channels.
Following registration, consumers will be supplied 5-kg or 10-kg cylinders, subject to local availability.
According to official data, 27.43 crore active domestic LPG consumers had completed biometric Aadhaar authentication as of September 19, accounting for nearly 90 per cent of the total consumer base.
The government said oil marketing companies have been conducting a nationwide awareness and outreach campaign since October 2023 to encourage consumers to complete the authentication process.
The campaign has included SMS and WhatsApp communications, field visits by distributors and delivery personnel, special enrolment camps, IVRS reminders and awareness programmes through digital and traditional media.
The government also highlighted the scale of the LPG subsidy, stating that the implicit subsidy on a 14.2-kg domestic LPG cylinder stood at around Rs 210 in September 2026.
It said ensuring that subsidies are directed only to genuine beneficiaries was important for maintaining the programme, particularly amid rising under-recoveries being borne by public-sector oil marketing companies.
The new requirement will therefore make biometric Aadhaar authentication an important step for domestic consumers seeking to continue receiving subsidised LPG refills from October 1.
