Hyderabad, September 2026 : The Directorate of Enforcement (ED), Hyderabad Zonal Office, has arrested Kailash Chand Mangla, promoter of Sukriti Foods Pvt. Ltd., in connection with the alleged adulteration and fraudulent supply of ghee to the Tirumala Tirupati Devasthanams (TTD).
Mangla was arrested on Thursday under Section 19 of the Prevention of Money Laundering Act (PMLA), 2002, the central agency said in a statement on Friday. He was subsequently produced before the Special Court (PMLA) in Visakhapatnam, Andhra Pradesh, which remanded him to judicial custody.
The ED's investigation stems from an FIR registered at Tirupati East Police Station in Andhra Pradesh. The FIR relates to allegations of criminal conspiracy, cheating, forgery and corruption in connection with the supply of adulterated ghee to TTD.
According to the investigation, adulterated ghee was allegedly manufactured using refined palm oil, palm kernel oil, palmolein and several chemicals, including MG-90, monoglycerides, Myvacet Soft 400 and acetic acid ester. The product was then allegedly supplied as Agmark Special Grade Cow Ghee for use by TTD.
The ED said fraudulent supplies of ghee to TTD between 2019 and 2024 were valued at approximately Rs 230 crore. Of this amount, around Rs 96 crore worth of adulterated ghee was allegedly manufactured by Mangla.
According to the agency, Mangla was one of the alleged co-conspirators and facilitated the procurement of adulterants as well as the manufacture of the adulterated product at his factory premises.
The investigation also found that he allegedly coordinated the supply of the adulterated ghee through various front entities. These included Sri Vyshnavi Dairy Specialities Pvt. Ltd., Malganga Milk & Agro Products Pvt. Ltd. and A.R. Dairy Foods Pvt. Ltd.
The ED further alleged that Mangla created and maintained false records relating to the purchase and sale of ghee and refined palm oil. These records were allegedly used to conceal the actual use of adulterants and create an appearance of legitimate production and supply of genuine cow ghee.
Earlier, the ED had arrested Vipin Jain, promoter and director of Bhole Baba Organic Dairy Milk Pvt. Ltd., who is alleged by the agency to have played a key role in orchestrating the manufacture and fraudulent supply of adulterated ghee to TTD.
The ED said its investigation into the case is continuing and further action may follow based on the findings.
