Chief Minister Launches Mizoram Universal Health Care Scheme 2.0

Aizawl, March 2026: The Chief Minister of Mizoram, Mr. Lalduhoma, today launched the Mizoram Universal Health Care Scheme (MUHCS) 2.0 and the MUHCS Call Centre at the Assembly Annex Conference Hall during the lunch recess of the Assembly Session.

At the launching programme, Lalrinpuii, Health Minister attended as the Guest of Honour. The Speaker, Ministers, Adviser to the Chief Minister and several MLAs were also present.

In his address, the Chief Minister stated that the Mizoram Universal Health Care Scheme has successfully completed its first year of implementation. He expressed gratitude to all officials and staff who worked diligently for the smooth functioning of the scheme, as well as to the hospitals empanelled under MUHCS.

He noted that the first year of the scheme was carefully reviewed and that substantial financial resources had been invested. However, seeing the benefits the scheme provides to the people, the government remains committed to continuing and strengthening it despite the significant expenditure.

For the financial year 2026–27, the government has allocated ₹130 crore for the scheme. In addition, government employees contribute approximately ₹26.42 crore, while the state has also secured a loan of over ₹800 crore from the Asian Development Bank. The Chief Minister said that MUHCS 2.0 will be implemented with further improvements over the previous version.

He urged the public to take advantage of the ongoing enrolment period, emphasizing that registration would not be allowed after the deadline. The enrolment period will remain open until 15 April 2026 and a one-month grace period will be allowed in June, though registration fees during the grace period will be 50% higher than the regular enrolment fee.

The Chief Minister also stated that the emergency or life-threatening care provision—allowing treatment at non-empanelled hospitals—has been reviewed and will be implemented more strictly under MUHCS 2.0. This provision will apply only to:

1. Patients requiring immediate ICU admission,
2. Patients requiring urgent life-saving surgery, and
3. Patients requiring immediate surgery due to accidents.

He further congratulated the Mizoram State Health Care Society for its achievements. The Society received ISO certification on 18 February 2026 from the International Organization for Standardization, recognizing its efficient office management and improved public service delivery.

In addition, Mizoram was recognized as one of the Best Performing States in beneficiary enrolment under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana by the National Health Authority in January 2026, along with four other states. This award reflects that at least one member from each of the 2,16,584 eligible households in the state has obtained a Golden Card.

The Chief Minister also noted that payments to hospitals empanelled under MUHCS are being made smoothly without delays. While the guidelines stipulate that payments should be made monthly, the government has been able to disburse them weekly, demonstrating its strong commitment to universal health coverage and the state’s sound financial management.

MUHCS 2.0 will come into effect from 1 April 2026.

Speaking on the occasion, Health Minister Lalrinpuii said that patients referred outside the state are generally those suffering from conditions that cannot yet be treated within Mizoram. All such referrals must pass through the Medical Referral Board, which exercises strict scrutiny.

The launch programme was chaired by Pi K. Lalrinzuali, IAS, Commissioner & Secretary, Health & Family Welfare Department, who welcomed the attendees. Col. Lalbulliana, Territorial Commander, offered the invocation. The programme concluded with a vote of thanks by Dr. Lalhriatzuali Ralte, IAS, Chief Executive Officer of the Mizoram State Health Care Society.
