Madhya Pradesh’s ‘Cyber Tehsil’ Initiative Honoured with Prime Minister’s Excellence Award

Madhya Pradesh’s Revenue Department has been honoured with the Prime Minister’s Award for Excellence in Public Administration 2023 for its transformative Cyber Tehsil initiative. The award was presented by Prime Minister Shri Narendra Modi at the Civil Services Day ceremony held at Vigyan Bhawan, New Delhi. Principal Secretary, Revenue Department, Shri Vivek Porwal, received the award on behalf of the state.

Under the leadership of Chief Minister Dr. Mohan Yadav, the Cyber Tehsil initiative has revolutionised land mutation services, making them fully digital, efficient, and citizen-centric. The initiative automates the mutation process at the time of property registration, eliminating the need for a separate application. As a result, the average resolution time has dropped from 70 days to just 20 days. To date, over 1.5 lakh cases have been resolved through this system.

Citizens no longer need to visit the Tehsil offices. All services—such as public notice, objections, and certified orders—are now delivered digitally via SMS, email, and WhatsApp. This initiative has significantly reduced time, costs, and increased transparency, allowing citizens to track their cases online through the RCMS portal.

The system has also eliminated regional limitations by adopting a centralised, round-robin case allocation mechanism for cyber tehsildars, ensuring fair and speedy resolutions. With 13 cyber tehsildars managing 1,364 courts, the workload on conventional tehsil offices has reduced by 25%, allowing them to focus on complex and disputed matters.

The initiative integrates seamlessly with platforms like RCMS, WebGIS, Sampada, and Saara, further simplifying and accelerating the process.

The Cyber Tehsil initiative has garnered nationwide acclaim, with states like Andhra Pradesh, Uttarakhand, Bihar, and Jharkhand expressing interest in adopting the model. It has also been showcased as a best practice at the LBSNAA in Mussoorie and during Land Dialogue programs.

Revenue Commissioner Smt. Anubha Shrivastava, Deputy Revenue Commissioner Smt. Alka Singh Wamankar and their technical team were also present at the award ceremony in recognition of their contributions.
