Organize Youth Kumbh: Chief Minister Dr. Mohan Yadav

Chief Minister Dr. Mohan Yadav has said that a Youth Kumbh should be organised to guide and empower the youth of the state. This event should be called the “Gyan Mahakumbh.” He suggested that at least once a year, renowned scientists should be invited to colleges for interactive dialogues and group discussions with students. This would help enhance students’ knowledge of science and technology.

To improve general awareness among students, general knowledge competitions should be conducted in every division. This will keep young minds updated on global innovations and current affairs. Dr. Yadav also directed that all colleges in the state be evaluated at the state level and a tradition be started to award the Best College, Best Principal, and Best Teacher in three separate categories.

He was addressing the review meeting of the Higher Education Department held at Samatva Bhavan, the Chief Minister’s residence, on Thursday.

Encourage Employment-Oriented Education and Research

Dr. Yadav stressed on providing employment-oriented education based on Indian knowledge systems. He emphasized the establishment of research centers in colleges and promotion of research work. He directed that new colleges be opened in areas where they are urgently needed, especially in tribal regions, to ensure access to higher education for tribal youth.

Expressing satisfaction, the Chief Minister mentioned that as per the All India Survey on Higher Education (2021-22), Madhya Pradesh recorded a Gross Enrollment Ratio (GER) of 28.9%, higher than the national average of 28.4%. Officials informed that awareness camps have been organized in 1,282 adopted villages across 55 districts to engage students in outreach activities. Currently, 384 research centers are operational in the state, and a target has been set to establish 100 new centers during the current financial year. Proposals have been submitted to grant autonomous status to 27 colleges and deemed university status to 8 autonomous colleges. Additionally, 23 new law colleges are proposed to be established at district headquarters.

Introduce B.Sc. Agriculture in More Colleges

Dr. Yadav directed that the B.Sc. Agriculture course should be introduced in as many colleges as possible to foster student interest in agriculture and agri-based processing industries. He said Madhya Pradesh should become a model state in such innovations. All selected colleges must start this course from the current academic session.

In all 55 districts of the state, “PM College of Excellence” institutions are operational. Of these, 37 colleges and 5 universities are offering 7 types of employment-oriented degree and diploma programs, currently enrolling about 1,200 students.

Colleges to Operate in Two Shifts; Semester System to Continue

Dr. Yadav instructed that colleges operate in two shifts to accommodate more students. He emphasized the continued implementation of the semester system, which helps students complete their education without interruption. The Higher Education Minister informed that student attendance is now linked to their credit score, resulting in improved attendance.

MPPSC to Conduct Faculty Recruitment in State Universities

The Chief Minister reviewed progress in PM SHRI Colleges of Excellence. He directed that all faculty recruitment in government universities should be conducted exclusively through the Madhya Pradesh Public Service Commission (MPPSC). He also asked for preparations to conduct semester exams under the National Education Policy (NEP) 2020 and instructed that directives issued during the NEP Task Force meetings be implemented rigorously. Necessary infrastructure development, including computer labs, should be carried out in colleges under the World Bank Project.

Viksit Madhya Pradesh @ 2047

Higher Education, AYUSH, and Technical Education Minister Shri Inder Singh Parmar informed that under the guidance of Chief Minister Dr. Yadav, the government is moving towards providing world-class higher education as part of the “Viksit Madhya Pradesh @ 2047” vision. New academic programs have been introduced to promote entrepreneurship among youth. The Higher Education Department has already outlined standard parameters for inclusivity, accessibility, research and innovation, and the use of advanced technologies to strengthen students, institutions, and the educational system.

Chief Secretary Shri Anurag Jain, Additional Chief Secretary (CM Office) Dr. Rajesh Rajora, Additional Chief Secretary of Higher Education Shri Anupam Rajan, Higher Education Commissioner Shri Nishant Warwade, and other senior officials were present at the meeting.
