‘Mukhyamantri Samruddha Panchayatraj Abhiyan’ to be Launched in Maharashtra
In today’s cabinet meeting chaired by Chief Minister Devendra Fadnavis, approval was granted to launch the ‘Mukhyamantri Samruddha Panchayatraj Abhiyan’ from the financial year 2025-26 for gram panchayats, panchayat samitis, and zilla parishads at four levels – taluka, district, revenue division, and state. An annual provision of ₹290.33 crore has been approved for awards under this campaign.
A total of 1,902 awards will be distributed during the campaign, which will run from September 17 to December 31, 2025. At the state level, the top three gram panchayats will receive ₹5 crore, ₹3 crore, and ₹2 crore respectively. At the divisional level, 18 gram panchayats (top three in each division) will receive ₹1 crore, ₹80 lakh, and ₹60 lakh respectively. At the district level, 102 gram panchayats (top three in each of the 34 districts) will receive ₹50 lakh, ₹30 lakh, and ₹20 lakh respectively. At the taluka level, 1,053 gram panchayats will receive ₹15 lakh, ₹12 lakh, and ₹8 lakh respectively, and 702 special awards of ₹5 lakh each will also be distributed.
For panchayat samitis, at the state level, awards will be ₹2 crore, ₹1.5 crore, and ₹1.25 crore respectively, while at the divisional level (18 awards), they will be ₹1 crore, ₹75 lakh, and ₹60 lakh respectively.
For zilla parishads, state-level awards will be ₹5 crore, ₹3 crore, and ₹2 crore respectively for the top three.
A 16-member state-level committee chaired by the Minister of Rural Development and Panchayati Raj will be established to oversee the campaign. Preparations will start from August 1, 2025. Committees will also be formed at taluka, district, and state levels for evaluation and selection of awardees.
The campaign will be based on seven key components: good governance, empowered panchayats, water sufficiency, clean and green villages, convergence of MGNREGA and other schemes, strengthening local institutions, livelihood development and social justice, and people’s participation through community movements.
‘Umed Malls’ to be Set Up in 10 Districts to Market Women SHG Products
As an important step towards the empowerment of rural women, the cabinet approved the establishment of ‘Umed Malls’ (district-level sales centers) in 10 districts under the ‘Umed–Maharashtra State Rural Livelihood Mission’ of the Rural Development Department. A total of ₹200 crore has been allocated for this project.
These malls will provide SHGs with assured market access at local and national levels. Each mall will cost up to ₹20 crore and will be built on land owned by the zilla parishads. Women SHGs will be allotted stalls on a rotational basis and will also have dedicated halls for communication and training.
Proposals will be invited from zilla parishads, and districts with centrally located, available land will be prioritized. The mission’s CEO will manage tendering, planning, and execution. Maintenance and repairs will be handled by the zilla parishads.
Amendments Approved to Facilitate National-Level Market Yards for Farmers
To ensure farmers receive fair prices for their produce, the cabinet approved amendments to the Maharashtra Agricultural Produce Marketing (Development and Regulation) Act, 1963, for effective implementation of the e-NAM (National Agriculture Market) scheme.
The amendments will allow large market committees (receiving produce from at least two other states) to be designated as national-level market committees, bringing them under direct government control to expedite decision-making and marketing processes.
The amendment will also introduce provisions for a Single Unified License for inter-mandi and inter-state trade. Additionally, the cadre of market committee secretaries will be formalized to strengthen accountability.
Special Courts to be Set Up in Gondia, Ratnagiri, and Washim for Speedy Disposal of Women Atrocity Cases
The cabinet approved the establishment of special courts in Gondia, Ratnagiri, and Washim to expedite cases related to atrocities against women. Each court will have 5 permanent posts (District & Additional Sessions Judge, Stenographer, Superintendent, Senior Clerk, Junior Clerk) and 2 outsourced staff (Bailiff and Peon).
Currently, 27 special courts are functioning in the state, which have successfully disposed of a large number of cases.
District & Additional Sessions Court and Civil Court to be Established in Pimpri-Chinchwad (Pune District)
To address the increasing number of pending cases and the inconvenience caused to citizens traveling to Pune courts, the cabinet approved the establishment of a District & Additional Sessions Court and a Senior Civil Court in Pimpri-Chinchwad.
A total of 43 permanent posts and 11 outsourced staff were sanctioned for the District & Additional Sessions Court, while 20 permanent posts and 4 outsourced staff were approved for the Senior Civil Court.
₹428.96 Crore for Renovation of ‘Bor’ and ‘Dham’ Irrigation Projects in Wardha District
The cabinet sanctioned ₹231.69 crore for the Bor Major Project (Seloo taluka) and ₹197.27 crore for the Dham Medium Project (Arvi taluka) in Wardha district under the special repair scheme.
The Bor project, constructed in 1967 on the Wardha River, irrigates 16,194 hectares across 77 villages. Its canal and distribution system, spanning 240 km, has deteriorated and requires urgent renovation.
The Dham project, completed in 1986 on the Dham River, irrigates 7,090 hectares. Its 230 km canal and distribution system is in a dilapidated condition and will undergo major repairs.
Land Allotted in Thane for Maharashtra and Goa Bar Council’s Advocate Academy
The cabinet approved allotting land at Kalwa, Thane district for the establishment of an Advocate Academy by the Maharashtra and Goa Bar Council, Mumbai.
The land parcel (Survey No. 226, 1.01.90 hectares) will enable the Bar Council, which works for approximately 2 lakh lawyers, to establish a dedicated center for welfare programs, legal training, seminars, women’s legal awareness camps, and other initiatives.
