6 crore UP citizens lifted out of poverty in 8 years, and 14 lakh families will benefit from the Zero Poverty Campaign: CM Yogi
Lucknow, Aug 2025 : Currently, 7,727 cow shelters in Uttar Pradesh are providing protection to 16.35 lakh cows. Under the Chief Minister Sahbhagita Yojana, 2,46,426 cows have been handed over to cattle-rearing families, who receive a monthly assistance of ₹1,500 per cow. In addition, through the Nandini Krishak Samriddhi Yojana, the government is offering a 50% subsidy for dairy and milk production. Chief Minister Yogi Adityanath gave the information in the Legislative Council on Thursday.
He said, “The state is also setting up Centres of Excellence in diverse sectors in Kaushambi, Chandauli, Saharanpur, Lucknow, Hapur, and Kushinagar. Furthermore, 20 new Krishi Vigyan Kendras are being established. The Mahatma Buddha Agriculture and Technology University in Kushinagar is under rapid construction.”
Presenting the government’s achievements in the Legislative Council, Chief Minister Yogi Adityanath said, “In 2017, Uttar Pradesh had a stagnant infrastructure and investment network. At that time, the state had only two expressways, less than 12,000 km of national highways, two operational airports, and two partially operational airports. Rural areas lacked proper connectivity, and there was no dedicated policy for industrial connectivity.”
He added, “Between 2017 and 2025, the state has achieved remarkable improvements in connectivity by water, land, and air. Today, Uttar Pradesh has 22 expressways — 7 operational, 5 under construction, and 10 proposed — making it the largest expressway network in the country. The state also boasts the country’s largest rail network of 16,000 km. A multimodal logistics hub is being developed in Dadri (Noida), and a junction connecting the Eastern and Western Freight Corridors has been completed.”
Urban infrastructure is being upgraded with projects to ensure safe drinking water and sewerage facilities, while the CM Grid Yojana is modernising municipal bodies. Under the Aspirational City Scheme, backward and emerging municipal areas are receiving improved facilities.
He said, “Before 2017, rural Uttar Pradesh struggled with the absence of basic amenities such as electricity, housing, drinking water, and roads, and panchayats lacked adequate resources. Now, between 2017 and 2025, over 57 lakh families have been provided with permanent housing, 235 crore man-days have been generated under MGNREGA, and women’s participation in government schemes has exceeded 42%.”
Chief Minister Yogi Adityanath informed that 4,77,000 daughters have been married under the Chief Minister Mass Marriage Scheme, with the grant amount raised from ₹51,000 to ₹1 lakh. So far, 2,510 fair price shops have been allotted to women from self-help groups. 165 development blocks have been linked to district headquarters with two-lane roads, and targeted efforts are underway to strengthen rural infrastructure.
Under the Amrit Sarovar Scheme, rapid progress is being made, while over 12,000 Aapda mitras have been trained. In the field of poverty eradication, 6 crore people have been lifted out of poverty, and 14 lakh families have been identified under the Zero Poverty Campaign, with family IDs issued to all. At present, 1.06 crore beneficiaries are receiving annual pensions of ₹12,000 under schemes for destitute women, persons with disabilities, and the elderly.
Tourism in the state has seen remarkable growth — in the last eight years, the number of tourists has reached 66.90 crore, including over 66 crore devotees who participated in the Mahakumbh. Major religious destinations such as Kashi Vishwanath Dham, Ayodhya Dham, Braj Tirtha Vikas Parishad, and Vindhyavasini Dham have undergone large-scale transformation.
The Chief Minister said that between 1947 and 2017, Uttar Pradesh was plagued by high crime rates, where neither women nor businessmen felt safe. After 2017, his government has succeeded in creating a fear-free, investment-friendly, and safe society, making the state a model of strong law and order.
Over 2.19 lakh new police personnel have been recruited in the last eight and a half years, including 60,244 recent appointments from every district and assembly constituency. Police training capacity has been increased from 3,000 to 60,000. Modern residential facilities for police have replaced old, dilapidated barracks.
Cybercrime, identified as the most pressing current challenge, is being tackled with decisive steps. From having just one cyber police station in Gautam Buddha Nagar earlier, and a second in Lucknow, the state now has one cyber police station in each of the 75 districts, and a state-level cyber headquarters is in the works. Cyber help desks have been set up in all police stations.
Under Operation Conviction, 1,04,718 accused have been convicted — including 70 death penalties, 8,785 life imprisonments, 1,583 sentences of over 20 years, 5,303 sentences of 10–19 years, and 80,944 sentences under 5 years. Property worth ₹144.31 billion has been seized under the Gangster Act, striking a blow to organized crime.
Comparing crime rates from 2016 to July 15, 2025, the state has achieved 94% drop in robbery, 82% drop in loot, 47% drop in murder, 50% drop in kidnapping for ransom, 16% drop in dowry deaths, and 50% drop in rape cases.
This decline, CM Yogi said, is the result of strict policies and effective police action. The number of Forensic Science Laboratories has also grown from 4 to 12, with 6 more under construction, enabling a more scientific approach to crime investigation.
The Uttar Pradesh government has presented the draft of the Vision Document 2047 in the House, outlining a blueprint for the state’s development over the next two decades. The Chief Minister clarified that the document is currently a proposal and will be finalized after consultation with experts, NITI Aayog, and the people of the state.
He stated that the government has set new goals based on the achievements of the past eight years. Targets include making Uttar Pradesh a $1 trillion economy by 2030 and increasing the state’s growth rate from 14–15% to 20% over the next five years. In alignment with the Prime Minister’s vision of a $30 trillion Indian economy by 2047, Uttar Pradesh aims to increase its GDP contribution from 9.3% to at least match its population share of 16%, effectively planning a roadmap to grow from $1 trillion to $6 trillion.
CM Yogi emphasized that the government’s objective is to give concrete shape to the resolution of “Viksit Bharat – Viksit Uttar Pradesh” and “Atmanirbhar Bharat – Atmanirbhar Uttar Pradesh”. For this purpose, three main themes have been formulated, covering 12 key sectors.
Action Plan Across 12 Major Sectors
The Chief Minister explained that 12 priority sectors have been identified to advance these themes, with the Prime Minister’s 5Ts – Trade, Tourism, Technology, Tradition, and Talent – forming the foundation. Work in these sectors will follow a phased approach with short-term, medium-term, and long-term goals, ensuring that by 2047, Uttar Pradesh emerges as a leading state in economic, social, and cultural development.
