NDA Unveils ‘Sankalp Patra’, Promises Over 1 Crore Jobs and Major Welfare Push in Bihar
Patna, Oct 2025 : The National Democratic Alliance (NDA) in Bihar on Friday released its manifesto, Sankalp Patra, laying out an expansive agenda of employment generation, women’s empowerment, and economic development ahead of the upcoming assembly elections. The document was jointly unveiled by Union Minister and BJP president JP Nadda, Chief Minister Nitish Kumar, Union Ministers and alliance leaders Jitan Ram Manjhi and Chirag Paswan, Rashtriya Lok Morcha chief Upendra Kushwaha, and several senior NDA leaders at a ceremony in Patna.
At the core of the manifesto is the NDA’s ambitious promise to create over one crore government jobs and employment opportunities over the next five years. To achieve this, the alliance has proposed conducting a statewide skill census to map talent and facilitate skill-based employment. The manifesto also outlines plans to establish mega skill centers in every district, with the long-term goal of transforming Bihar into a global hub for vocational and technical training.
Women’s empowerment forms another major pillar of the NDA’s agenda. Under the Chief Minister Women Employment Scheme, the alliance has pledged financial assistance of up to ₹2 lakh to encourage entrepreneurship, economic independence, and self-reliance among women. The NDA aims to make one crore women ‘Lakhpati Didis’—earning at least ₹1 lakh annually—through targeted support, training, and livelihood initiatives.
For the Extremely Backward Classes (EBCs), the manifesto promises ₹10 lakh in financial support to various professional groups to help expand economic opportunities. The NDA also plans to set up a high-level committee chaired by a retired Supreme Court judge to assess the socio-economic conditions of EBC communities and recommend measures for their overall upliftment.
Farmers have been promised an annual assistance of ₹3,000 under the Kapurigari Thakur Kisan Samman Nidhi, amounting to ₹9,000 in total benefits. The manifesto also highlights initiatives to improve urban infrastructure, including the introduction of metro services in four additional cities besides Patna.
On the industrial front, the NDA has laid out a blueprint to build ten new industrial parks and attract ₹50 lakh crore in investments over the next five years to boost manufacturing and job creation.
Speaking at the press conference, Deputy Chief Minister Samrat Choudhary emphasized that empowering EBCs is central to the alliance’s vision. “Financial assistance of ₹10 lakh will be provided to various categories of the Extremely Backward Classes. Most importantly, a high-level committee headed by a retired Supreme Court judge will evaluate the social and economic status of these communities and recommend actionable reforms,” he said.
Bihar will vote in two phases on November 6 and 11 to elect members to the 243-seat Legislative Assembly. By-elections for eight seats across seven states and Union Territories will also be held on November 11. Results will be declared on November 14.
The opposition Grand Alliance, led by the Rashtriya Janata Dal (RJD) along with the Congress, CPI-ML, CPI, CPM, and the Vikassheel Insaan Party (VIP), released its manifesto on Tuesday. Titled Bihar ka Tejashwi Pran, it promises to enact a law within 20 days of forming the government to ensure one government job per family in the state.
The NDA currently includes the Bharatiya Janata Party, Janata Dal (United), Lok Janshakti Party (Ram Vilas), Hindustani Awam Morcha (Secular), and the Rashtriya Lok Morcha.
