Dissolution of JS University, approval for IIMT University’s Greater Noida off-campus

Lucknow, January 2026 : In a Cabinet meeting chaired by Chief Minister Yogi Adityanath, two important and far-reaching proposals related to the Higher Education Department were approved.

On one hand, the Yogi Cabinet approved the dissolution of JS University, Shikohabad in Firozabad district, while on the other, approval was granted for issuing the Letter of Permission (LOP) for the operation of an off-campus of IIMT University, Meerut in Greater Noida.

Providing details of the decision approving the proposal for the dissolution of JS University, Shikohabad, Higher Education Minister Yogendra Upadhyay stated, investigations revealed that the university had issued fake and backdated mark sheets and degrees for the course in violation of rules. These documents were used by selected candidates in the Rajasthan Physical Education Teacher Recruitment Examination 2022.

In this case, investigations by the Rajasthan Police, the arrest of the Chancellor and the Registrar, and reports submitted by inquiry committees constituted at the government level revealed serious irregularities. The Minister stated JS University violated several provisions of the Act, including misuse of the authority to award degrees, distribution of fake mark sheets and degrees as part of organized crime, failure to comply with mandatory land norms, and non-submission of required details to the Uttar Pradesh State Higher Education Council.

In view of all these facts, the Yogi government has decided to dissolve JS University, Shikohabad, Firozabad. After dissolution, all records of the university will be kept under the custody of Dr Bhimrao Ambedkar University, Agra, and verification of previously issued mark sheets and degrees will be carried out on the basis of these records.

Along with this, it has also been decided to constitute a three-member interim committee under Section 55(6) for the operation of the university’s activities during the dissolution period.

In the Cabinet meeting, the second major decision was taken regarding the establishment of an off-campus of IIMT University, Meerut in Greater Noida. Approval has been granted for issuing the Letter of Permission for its operation.

With the commencement of this off-campus, new opportunities for higher education will be created in western Uttar Pradesh and the NCR region, and students will be able to access quality education within their own region. It was stated under the Uttar Pradesh Private Universities Act, 2019 and its Second Amendment Act, 2021, there is a provision for establishing off-campus centres.

In this sequence, the sponsoring body Association of Management Studies, Meerut had identified 4.796 acres of land in the Greater Noida Industrial Development Authority area, for which a Letter of Intent was issued on February 25, 2025.

Now, the government has approved the proposal to issue the Letter of Permission to the sponsoring body for the operation of the Greater Noida off-campus of IIMT University, Meerut. The Minister said this will expand higher education opportunities in western Uttar Pradesh and the NCR region and help in providing quality education to students.
