“Reform–Perform–Transform and Inform” Workshop: Simple, Emotional Communication Key to Reaching Citizens — Chief Secretary & I&B Secretary

Jaipur, January 2026 : Chief Secretary Shri V. Srinivas said that for better implementation amd monitoring of government schemes, systematic and up to date communication is core facror.  For this, all departments must emphasize adopting changing and modern methods of publicity and outreach. He said that apart from traditional methods, government schemes and policies must be effectively communicated to the public through new social media tools.

Shri V. Srinivas was addressing the workshop titled “Reform–Perform–Transform and Inform”, organized with senior officers of all departments at the Secretariat Conference Hall on Thursday. He said that the DIPR has been continuously adopting innovations to ensure better communication and outreach to the public. He added that content such as the recent Army Day Parade, Employment Calendar, and Road Safety videos released by the department were viewed and shared by lakhs of people.

Under the direction of the State Government, the workshop was organized jointly under the aegis of the I & B and the DIPR. Addressing the workshop, Secretary, Ministry of I&B, GoI, Shri Sanjay Jaju shared his experiences on effective communication and spoke about the experiments being undertaken by the Central Government. He stated that government information should be communicated in simple language, along with important details, credibility and emotional appeal. 

 Shri Jaju cited examples such as the Central Government’s GST advertisement campaign using direct and simple language like “GST Bachat Utsav”, which resonated well with the masses. He said campaigns like “Har Ghar Tiranga”, “Swachh Bharat Abhiyan” and “Ek Ped Maa Ke Naam” demonstrate that the simpler and clearer the appeal, the more effective the communication. He also noted that positive news, success stories and achievements presented briefly through info graphics perform well on social media.

He stated that the government should use AI to make efforts to curb fake and misleading news circulating on social media.

On this occasion, DG,  PIB, Smt. Anupama Bhatnagar, made a presentation on effective government communication and shared innovations undertaken by the Central Government. Principal DG, MMW & EMMC, Shri B. Narayanan, highlighted the importance of reaching the public through social media via his presentation on “Platform-Specific Communication.”

During the interactive session of the workshop, Additional Chief Secretaries, Principal Secretaries, Joint Secretaries and other officers shared their suggestions and experiences for improving communication.

Secretary, DIPR, Shri Sandesh Nayak, said that the department will adopt the suggestions shared during the workshop and work with an effective strategy to ensure Government schemes and programmes reach the general public.

Commissioner, DIPR, Shri Rakesh Sharma, provided a brief overview of the department’s innovations and informed about various experiments being carried out through social media.
