UP Urban Development Dept cracks down on officials for indiscipline, negligence, and rule violations
Lucknow : In its ongoing effort to uphold transparency and accountability in urban governance following Chief Minister Yogi Adityanath’s directives, the Urban Development Department of Uttar Pradesh has taken strict action against three officials in Shahjahanpur, Muzaffarnagar, and Aligarh districts. The action includes disciplinary proceedings against a Nagar Panchayat President for protocol violations, a Tax Assessment Officer for misconduct, and a Deputy Municipal Commissioner for negligence.
In Shahjahanpur, a Nagar Panchayat President faced action for violating protocol by attending an official meeting via audio call. In Muzaffarnagar, a Tax Assessment Officer was booked for misconduct with a female officer and defying orders. In Aligarh, disciplinary action was taken against the Deputy Municipal Commissioner for negligence and disengagement from official duties.
CM Yogi has made it clear that misuse of power, indiscipline, and disregard for democratic processes will not be tolerated. Following his directives, Principal Secretary of the Urban Development Department, Amrit Abhijat, has issued strict instructions to take necessary action against the concerned officials.
The President of Nagar Panchayat Kant (Shahjahanpur), Munra Begum, has been found violating rules by skipping 14 board meetings on various dates between February 2024 and April 2025 ( Feb 27, 2024, Sept 3, 2024, Nov 23, 2024, Jan 27 and April 7, 2025), citing health reasons. Instead of attending in person, she allowed Rais Miyan to represent her via audio call, which is not permitted under the Municipal Act of 1916. The Chief Development Officer’s inquiry, submitted to the District Magistrate, concluded that this was a violation of democratic processes. A show-cause notice has been issued to the Nagar Panchayat President, and action has been recommended as per rules.
In Muzaffarnagar, Dinesh Kumar, Tax Assessment Officer of the Nagar Palika Parishad, faces serious allegations of misbehaving with senior officers, disobeying official orders, halting public works, and misconduct with female subordinates. A departmental inquiry has been initiated under the Police Act 1966 and the Discipline and Appeal Rules 1999, with the Additional Commissioner (Administration) of Saharanpur division appointed as the investigating officer.
Similarly, in Aligarh Municipal Corporation, Deputy Municipal Commissioner Amit Kumar Singh has been accused of absenteeism without permission and neglecting responsibilities related to property tax collection, issuance of birth and death certificates, anti-encroachment drives, sanitation enforcement, and handling IGRS complaints. Considering the seriousness of the charges, the Additional Commissioner (Administration), Aligarh division, has been appointed to conduct an investigation under the Service Rules 1966 and Discipline Rules 1999.
