Chief Minister Holds Home Department And Ud & Pa Review Meeting

Aizawl, Nov 2025: Today, Chief Minister Pu Lalduhoma held a Home Department and UD & PA (Urban Development & Poverty Alleviation) Review Meeting at the Secretariat Conference Hall.

Pu Lalduhoma said that the Review Meeting is not a fault-finding meeting, but a gathering to work together so that we can have better functioning and better practices, and to work harder for progress. “Speak openly what you think, we will hold the meeting honestly,” he said. Regarding the formation of the Service Review Committee, he said that those who work sincerely will receive pension under the Special Pension Scheme, and only those who truly work will be kept by the government. Office punctuality and care for the welfare of the staff under them are things officers must always ensure, he said.

Minister Pu K. Sapdanga also spoke and expressed gratitude for the Chief Minister’s initiatives. The Review Committee has encouraged the staff and has improved work performance, he said.

The status and various works of the Home Department were explained in detail. UD & PA activities were also explained. Since both departments received a good session to present their important matters and progress, they expressed gratitude to the Chief Minister.


Key points explained in the Home Department Review Meeting:

  1. Central Forces in Mizoram — Assam Rifles, Border Security Force, Central Reserve Police Force, Border Roads Organisation, Army Medical Corps, Army Recruiting Office, and CIJW School — are currently functioning.
  2. The Indo–Myanmar border length is 510 km as confirmed by the Home Ministry. Along it, 12 Mizoram Police Stations exist, and Assam Rifles has several duty posts.
  3. Under the Free Movement Regime, Border Passes are issued regularly. Up to 30 October 2025, a total of 21,238 passes were issued. Passes are issued at three places: Zokhawthar, Hnahlan, and Zochachhuah.
  4. Because of tight Indo-Myanmar border security, illegal entry and smuggling activities have significantly decreased.
  5. Work on establishing Border Haats will begin soon. As per the Ministry of Home Affairs, a pilot project will start at Zote, Champhai District.
  6. The Indo-Bangladesh border length in Mizoram is 318 km as confirmed by MHA. There are 6 Mizoram Police Stations and several BSF duty posts along this border.
  7. Along the Manipur–Mizoram inter-state border, there are 8 Police Outposts; along the Assam border there are 22 outposts. Official-level meetings for border disputes are being arranged. CIJW School has been requested to provide training in dispute areas. The Chief Ministers of both states have discussed and Assam is reconsidering its earlier actions. Along the Tripura border, 6 Police Outposts are functioning.
  8. The ILP online portal is being improved.
  9. Since July this year, Biometric Enrolment (Foreigner Identification Portal) for migrants from Myanmar and Bangladesh has started.
    • From Myanmar: 58.15% have been enrolled.
    • From Bangladesh: 10.84% have been enrolled.
      Currently, 31,214 migrants from Myanmar, 2,354 from Bangladesh, and 6,953 displaced persons from Manipur are being documented, and the numbers keep changing.
  10. The establishment of the Mizoram State Human Rights Commission was approved by the Council of Ministers in October 2024. Notification for its creation and for 16 posts has been issued. It will be operational soon.
  11. Through SASCI, Central Jail, Central Women’s Jail, District Jails in Lunglei, Siaha, Champhai, Kolasib, Serchhip, Mamit, and Saitual are being constructed. Saitual facility is nearing completion. For food and lodging of prisoners in Mizoram, around Rs. 40 lakh has been spent.

Several other development and improvement activities under the Home Department were also explained.


Key points explained in the UD & PA Review Meeting:

  1. Using the Aizawl Sustainable Urban Transport Project, major improvements in Aizawl and its surrounding transport connectivity are being pursued.
  2. Due to improved Aizawl traffic management, UD & PA received a Special Award at the 18th Urban Mobility India.
  3. Parking facilities have been completed at MINECO and Zodin; work continues at McDonald Hill and Venghnuaia.
  4. Under Public Space & Facility, Aizawl Viewpoint has been completed, and Aizawl Sumtual and Aizawl Dawh-Rem are also completed. Aizawl City Centre, with 1102 shops, is being constructed along with cold storage.
  5. For implementing works in AR-exit areas, UD & PA has been selected as the Nodal Department. The Advisory Committee has approved the site development plan.
  6. Master Plans are being prepared for Thenzawl Peace City, Neihloh New Town, Khawzawl, and Saitual.
  7. UD & PA is implementing strong Urban Development and Solid Waste Management works across various towns. These activities were presented in detail.
  8. Under reform-based incentives, UD & PA received:
    • Rs. 157 crore under SASCI 2023–24
    • Rs. 495.50 crore under SASCI 2024–25
      Target for SASCI 2025–26 is Rs. 778.50 crore.
  9. Under SASCI, a large number of storm drains are being constructed in different towns; 26 locations in Aizawl alone will be built.
