Policy to Grant Occupation Certificates to Over 25,000 Buildings in Mumbai – Guardian Minister Adv. Ashish Shelar

Mumbai, Sept 2025: A new policy will soon be framed to provide Occupation Certificates (OC) to more than 25,000 buildings in Mumbai that were constructed under MHADA, SRA, and other authorities’ regulations but have not received OCs due to various reasons, announced Cultural Affairs and Guardian Minister Adv. Ashish Shelar.

A review meeting on the issue was held at Mantralaya in the presence of former MP Gopal Shetty, MLA Manisha Chaudhary, local representatives from North Mumbai, and senior officials of the concerned departments.

The Urban Development Department will implement the new policy from October 2. Under this framework, technical or administrative errors made during construction will be rectified, allowing buildings to obtain OCs in a simplified manner. Similarly, buildings that were denied OCs due to issues like discrepancies in permitted floor area or setback-related difficulties will also get relief.

The policy will also cover buildings stuck due to changes in regulations or policies. In cases where developers failed to hand over flats or spaces to the administration as mandated, thereby causing hardship to residents, a path will now be created for those residents to secure OCs. The entire process will be transparent and online.

Housing societies are encouraged to take the initiative to apply for OCs. Under the new framework, societies may apply collectively or individually for part-OCs. If applications are made within the first six months of the policy’s rollout, no penalty will be imposed. However, if additional FSI has been used, the required premium must be paid.

Calling this decision a major relief for Mumbaikars, Minister Shelar expressed gratitude to Chief Minister Devendra Fadnavis, Deputy CM Eknath Shinde, Deputy CM Ajit Pawar, and the concerned officials. He urged Mumbai residents to take advantage of this opportunity when the policy comes into effect on October 2.
