116 senior officers will go into the field for on-ground inspection of changes in aspirational districts and aspirational development blocks

CM Yogi’s directive — Prepare ranking of CM Fellows, review performance, no development block should lag behind in the race of development
Lucknow : Chief Minister Yogi Adityanath has directed senior officers to go on tour to conduct on-ground inspections of changes in aspirational districts and aspirational development blocks. While reviewing the aspirational district and aspirational development block programs on Wednesday, the Chief Minister instructed that 08 different officers of Principal Secretary/Secretary level be sent on a 3-day visit to the 08 aspirational districts. Similarly, 108 officers of Special Secretary level be sent to tour the 108 aspirational development blocks. The Chief Minister intends that these officers carry out field inspections of the real changes from the start of the programs till now and prepare detailed reports. The list of Principal Secretary/Secretary and Special Secretary for the tour will be prepared by the Chief Minister’s Office.
In a high-level meeting held on Wednesday, the Chief Minister conducted a thorough review of the current status of Uttar Pradesh’s aspirational districts and aspirational development blocks. He said that through these programs being run by the NITI Aayog, the government’s priority is to ensure access to services and development to the last person in the queue. Calling these programs a living example of the “Antyodaya” concept, the Chief Minister instructed that each district and block be advanced through continuous monitoring and result-based strategy.
The Chief Minister said that due to continuous efforts, review, and monitoring in aspirational districts, significant improvement has been seen. It is satisfactory that 6 districts from Uttar Pradesh are among the country’s top 10 aspirational districts. In the health and nutrition sector, Balrampur, Siddharthnagar, Chandauli, Sonbhadra, Shravasti, and Fatehpur are among the top-10 districts of the country. Similarly, in the field of education, Balrampur, Sonbhadra, Shravasti, Siddharthnagar, and Chitrakoot have also secured positions among the top 10 at the national level. In the financial inclusion and skill development category, Siddharthnagar is in fifth place.
Progress in aspirational development blocks was also discussed in the meeting. It was informed that due to the successful implementation of the block development strategy, in March 2024, the average performance of 108 aspirational development blocks was better than the state average on 21 indicators. By March 2025, this number has increased to 24 indicators. Not only this, on 3 indicators, the progress of all 108 development blocks in the state is above the state average. At the same time, there has been a significant reduction in the number of blocks showing low progress on 19 indicators. The Chief Minister called it a big achievement for the state and instructed that this progress be sustained.
The progress report stated that from March 2023 to March 2024, Aurai (Sant Ravidas Nagar) development block secured first place in the overall delta ranking. In the health and nutrition category, Richha (Bareilly) stood first, in education, Chahaniya (Chandauli), in agriculture and allied services, Salarpur (Budaun), in basic infrastructure, Khesraha (Siddharthnagar), and in the social development category, Shukulbazar (Amethi) secured the top positions.
The Chief Minister directed to ensure the responsibility and accountability of CM Fellows posted in aspirational development blocks. He said that weekly monitoring of the CM Fellows’ work should be conducted. The Chief Minister said that it has been almost two and a half years since their deployment. Upon completion of a three-year tenure, their ranking should be prepared. The state government will also provide weightage to CM Fellows when they apply for government service. A policy regarding this is being formulated.
In the review meeting, the Chief Minister said that important posts like BDO, CDO, Medical Officer, Veterinary Officer, ADO Panchayat, Block Education Officer, and others should not remain vacant in aspirational districts and development blocks. Wherever posts are vacant, appointments should be made without delay. He also said that micro-planning should be done and regular monitoring ensured for the smooth implementation of schemes in these areas. The Chief Minister said that district-level bankers’ committee meetings should be held regularly at the district level and the state-level bankers’ committee at the state level. Coordination with banks should be maintained for financial inclusion.
The Chief Minister said that the clear objective of the government is that no district, block, or individual should be left deprived of the benefits of development. Programs like aspirational districts and development blocks are becoming effective tools for bringing “Sabka Saath, Sabka Vikas” (Together with all, development for all) to the ground level, and Uttar Pradesh is emerging as a national model in this direction.
