State Government’s Goal —‘Light for All, Progress for All’: CM Dr. Yadav

Chief Minister Dr. Mohan Yadav said that the Samadhan Yojana will benefit more than 90 lakh (9 million) citizens of the state. This scheme opens a window of relief for consumers who, due to various reasons, could not pay their electricity bills on time. Consumers from domestic, non-domestic, agricultural, and industrial categories with pending bills of three months or more will be eligible for up to 100% surcharge waiver.

Chief Minister Dr. Yadav said the scheme will not only provide relief to electricity consumers but also strengthen the overall power distribution system of the state. This initiative will enhance both public trust and transparency in governance. The Chief Minister launched the Samadhan Yojana by pressing a remote button.

Chief Minister Dr. Yadav further said that the new MP Power Management Company building will help improve the management and operational capacity of the power companies. The new facility will also strengthen coordination between energy management systems and the public.

Addressing the gathering during the inauguration and launch event, Chief Minister Dr. Yadav also announced ₹1 crore incentive for Madhya Pradesh’s all-rounder Kranti Gaur, a member of the Indian Women’s Cricket Team, for her stellar performance in helping India win the ICC Women’s World Cup 2025.

He inaugurated the state-level event by lighting the ceremonial lamp at the regional office of MP Power Management Company.

CM Dr. Yadav: Ensure prompt redressal of public grievances with sensitivity

The Chief Minister said that under the Samadhan Yojana 2025–26, the government is waiving over ₹3,000 crore in surcharges on electricity bills for about 9 million consumers. Consumers with bills pending for three months or more will receive a 100% surcharge waiver.

He added that the newly inaugurated building will provide better facilities for all three energy companies working under the department. The new complex will serve as a center for energy management, technological innovation, and public service.

 Chief Minister Dr. Yadav reaffirmed the government’s commitment to providing 10 hours of uninterrupted power supply for irrigation, and expressed confidence that department officers and employees will demonstrate sensitivity and efficiency by maintaining continuous dialogue with public representatives and addressing citizens’ issues swiftly.

Our Goal: 50% Power Consumption from Renewable Sources by 2030

Chief Minister Dr. Yadav stated that the state government is working with the vision of “Light for All – Progress for All.” Be it farms or factories, villages or cities—every household is illuminated, reflecting this goal.

In 2024–25, more than 3.5 million farmers received electricity subsidies worth over ₹18,000 crore. The government has prioritized environmental protection, clean energy, and sustainable development through various policy decisions.

Policies such as the Industrial Promotion Policy, Renewable Energy Policy 2025, and Pump Hydro Policy 2025 have introduced attractive incentives for industrial investment.

The state possesses a potential capacity of 62 GW solar, 11 GW wind, 4 GW biomass, and 820 MW small hydro power. The government aims to fulfill 50% of the state’s total power consumption from renewable sources by 2030.

The Solar Plus Storage Project being developed in Morena has achieved the lowest-ever tariff rate of ₹2.70 per unit, setting a new national record.

Auspicious Beginning of Samadhan Yojana During State Foundation Day Celebrations

Chief Minister Dr. Yadav said that it is auspicious that the Samadhan Yojana and the inauguration of the new building coincide with the ongoing three-day State Foundation Day Celebrations. He stated that the grand play based on Emperor Vikramaditya showcases the glorious heritage of Madhya Pradesh. The Chief Minister urged citizens to participate in the exhibitions and events being held at Lal Parade Ground, Bhopal, focusing on the state’s history, culture, and development journey.

Energy Minister Shri Pradyumna Singh Tomar said that under the leadership of Chief Minister Dr. Yadav, the state government is committed to ensuring power availability at every level. He said, “The Samadhan Yojana launched today is a reflection of good governance and administrative sensitivity.” The minister added that all proposals related to the Energy Department were readily approved by Chief Minister Dr. Yadav, and efforts will be made to ensure that every eligible consumer benefits from the scheme.A short film on the Samadhan Yojana was also screened during the event.

Samadhan Yojana 2025–26: At a Glance

The objective of the Samadhan Yojana 2025–26 is to provide surcharge waivers to consumers who have outstanding electricity bills for more than three months.

The scheme is based on the principle of “Pay early, pay in lump sum, and gain maximum benefit.” Consumers who pay in a single installment during the first phase will receive the highest waiver, while the percentage of rebate will gradually reduce during the second phase. The scheme will be implemented in two phases.

The first phase of the scheme will run from November 3 to December 31, 2025, during which a surcharge waiver ranging from 60% to 100% will be provided. Similarly, in the second and final phase, this scheme will be effective from January 1 to February 28, 2026, granting a waiver of 50% to 90% on the surcharge. Under the first phase, consumers who deposit the lump sum amount will receive the maximum benefit.

To avail the benefits of the “2025-26 Resolution Scheme,” consumers must register on the respective electricity distribution company portals: for MP Central Zone Distribution Company Bhopal at portal.mpcz.in, for MP East Zone Distribution Company Jabalpur at www.mpez.co.in, and for MP West Zone Distribution Company Indore at www.mpwz.co.in. During registration, a specific registration fee has been fixed for different consumer categories.

Domestic and agricultural consumers can enroll in the scheme and avail themselves of benefits by depositing 10% of the total outstanding amount. In contrast, non-domestic and industrial consumers must deposit 25% of the total outstanding amount to register for the scheme. Procedure for Availing Concession Under the Scheme

Under this scheme, consumers have the option to pay their outstanding dues either as a lump sum or in installments. To pay in installments, consumers must register. To obtain the benefit of the cumulative delayed payment surcharge waiver, those opting for a lump sum payment will pay the total amount minus the waived surcharge. Consumers choosing installment payments must deposit the prescribed registration fee and complete registration. For registration, consumers must visit the distribution center/sub-divisional office, where they will determine the amount of concession and installments. Consumers must provide their mobile numbers during registration to facilitate future contact if needed.

After registration, the remaining outstanding amount can be paid either in full or in installments using the payment methods accepted by electricity distribution companies.

Loss of Benefits Upon Default

If a registered consumer fails to pay any installment by its due date, then before the next installment’s due date, payment of the late installment plus applicable delayed surcharge must be made. If two installments are missed beyond the due date for the second installment, the consumer will be considered a defaulter and will be deprived of the scheme’s benefits. Any surcharge exemption granted until the consumer defaults and any additional delayed surcharge due will be added to the electricity bill, which must be paid. In such cases, the consumer’s connection will be disconnected and recovery proceedings will be initiated as per the rules.

Installment Payment Due Dates

After registration, the first installment must be paid by the due date of the upcoming electricity bill. For agricultural consumers, the due date for installment payment is the last working day of each month. After the first installment payment, subsequent installments must also be paid by the due dates of future monthly bills. No advance payment concession will be given for prepaid installments if the outstanding amount is reflected on the bill.

Other Terms and Conditions

At the time of registration, a receipt showing the possible exemption amount and installment/lump sum payment dates will be provided for reference. Once the total outstanding bill is cleared, the next bill will reflect the delayed payment surcharge waiver. If the consumer’s bill includes audit recovery or amounts billed under Section 126 or 135 of the Electricity Act 2003, the benefits of the scheme will only apply after full payment of those amounts. Consumers with dues recovery actions (DRA) and RRCs issued against them are also eligible after payment of statutory charges as per regulations.
